Classifieds1000.com is usually a pretty easy place to get links for B2B applications. They have an emerging lawyers directory, here’s the CA example: http://directory.classifieds1000.com/california/lawyer

Some states have no listings which is great — less competition for link juice.

Also, let’s not forget DMOZ — a tough link to get if you can’t be patient… but well worth it.

A few things I have found to be useful

• There are a lot of business directories and local directories.

• Local library’s websites

• Also using Google search allinanchor,allintext to find different linking partners

• Trading article with other webmasters

• Submitting a press release

• Craigslist

Many law firm websites are managed by companies who have made other law firm sites, if you can find one of these firms than you will have the opportunity for several reciprocal links.
